Victims urged to come forward as police accused of 'failures' over murderer and rapist

The Met Police and British Transport Police are urging potential victims to come forward, saying a convicted murderer and rapist may have more victims than currently known. Both forces acknowledged continuing criticism over failures in how investigators handled the case, published Saturday.
