Head Start could soon be overhauled. Here’s exactly what would change.

The Trump administration is proposing sweeping changes to Head Start, the 60-year-old federal program providing childcare and family support to America's lowest-income families. A proposed rule would eliminate or modify over thirteen hundred regulatory provisions currently governing how Head Start operates. The administration says this streamlines red tape and gives program operators more flexibility, but as the 19th reports, education advocates warn the changes could transform Head Start from a quality-focused anti-poverty program into something closer to standard commercial childcare. The proposal eliminates teacher-to-student ratios, meaning an estimated eighty percent of children currently in Head Start would face worse ratios. In nine states, toddler-to-teacher ratios would more than double. The proposal would also remove the bilingual support requirement, affecting over a quarter of Head Start children from non-English speaking homes, and eliminate detailed health screening timelines now standardized across all programs. The public has until October sixth to comment, with implementation unlikely this year due to the review process and potential legal challenges.
