California assigns cities and counties housing construction targets every eight years across different affordability levels. CalMatters reports that most of the state is falling short on reaching those goals. Fewer than one-third of jurisdictions are on track to authorize enough market-rate housing, and only thirty-two out of roughly five hundred—less than six percent—are keeping pace on very low-income housing. Statewide, the target is two point five million new units over the eight-year planning cycle. That's more than triple California's current annual construction rate; even during the boom periods of the nineteen-sixties and nineteen-eighties, the state never sustained that output. Affordable housing faces an especially steep climb: most new low-income units require public subsidies, and the state's subsidy funds from a twenty eighteen bond have run out. Voters will weigh a housing bond worth eleven point two five billion dollars that could restore that funding.
