Attack on Ukraine shopping centre that killed 16 is ‘terror by design’, says EU foreign policy chief

The Guardian reports that Russian drones struck a busy shopping centre in Kryvyi Rih, the Ukrainian president’s hometown, killing sixteen people. President Volodymyr Zelenskyy called the attack cynical and despicable, while EU foreign policy chief Kaja Kallas described it as terror by design and said she will propose the most far‑reaching sanctions against Russia when ministers convene in Ireland next month.
