Writing in Dawn, analyst Ahmed Bilal Mehboob examines Pakistan's debate over carving out new provinces by looking at India's post-independence reorganization. He notes that India created most of its states based on language and identity, not population, and that its simpler constitutional process made redrawing boundaries easier. He argues Pakistan's requirement of a two-thirds majority in provincial assemblies sets a high bar, and suggests that instead of creating more provinces, Pakistan might better address power imbalances by empowering local governments through a constitutional amendment.
