Andy Burnham has appointed Caroline Simpson, chief executive of the Greater Manchester combined authority, to be his deputy chief of staff, overseeing a new Manchester-based operation called Number Ten North — if, as expected, he becomes prime minister in three weeks. Simpson worked closely with Burnham during his time as Manchester mayor. Number Ten North will coordinate the devolution of power and resources across the UK, part of Burnham's stated vision to transform the country, according to the Guardian.
