They Rebuilt After Texas’ Devastating Floods. Then Their Home Flooded Again.

Kerr County, Texas is flooding again — barely a year after the catastrophic July 2025 disaster that killed at least 119 people there. ProPublica reports that Joan Connor and David Stearns, who survived last year's flood by clinging to their pergola and had just finished rebuilding, watched their home flood a second time last month. The outlet's reporting found Texas lawmakers have passed some changes, like requiring youth camps to relocate cabins after the deaths of twenty-seven campers and counselors at Camp Mystic, but left broader building and elevation rules for flood-prone homes and RV parks largely untouched. Despite the repeat damage, the couple say they plan to rebuild again rather than leave the area.
