Federal money for workforce training begins, but few programs qualify

Starting tomorrow, federal Pell grant dollars can flow toward short-term workforce training programs—a significant expansion that opens new pathways for career skills outside the traditional four-year degree. But early adoption is sluggish. According to NPR News, only eleven states have created the roadmaps that colleges need to participate.
