Who is Iranian oil tycoon Shamkhani whose ship is stranded in Hormuz?

Iranian oil magnate Mohammad Hossein Shamkhani has been sanctioned by the West for operating what's known as a shadow fleet — covert shipping networks designed to skirt oil embargoes. According to Al Jazeera, one of his vessels is now stranded in the Strait of Hormuz, the critical waterway through which most of the world's oil passes. It's the latest development in ongoing tensions over Iran's oil exports and international sanctions.
