A year after deadly floods, Texas' emergency management chief has repeatedly recommended that lawmakers require minimum training for emergency coordinators. But the bill proposed after the disaster failed to pass. According to the Texas Tribune, emergency responders still lack the required training that could improve their response to future weather disasters.
