The plea comes after overnight Russian strikes on Kyiv killed nineteen people. Separately, the United Kingdom has sanctioned Russian actors involved in researching, developing, and producing the novichok nerve agent and a lethal toxin called Epibatidine — substances the UK links to the Salisbury attack and the poisoning of opposition figure Alexei Navalny. The measures target a Russian state scientific research institute along with three individuals. British officials described Russia's repeated use of chemical weapons as a violation of international law and a direct threat to global security, citing the deaths of Dawn Sturgess and the harm done to Navalny.
