Separately, the UK announced sanctions on Russian actors it says were involved in researching, developing, and producing the novichok nerve agent and the toxin Epibatidine — substances linked to the Salisbury attack and the poisoning of Alexei Navalny. Among those named is SC Signal, a Russian state scientific research institute, alongside three individuals. British officials described Russia's repeated use of chemical weapons as a violation of international law and a threat to global security, citing the poisonings of Dawn Sturgess and Navalny.
