According to The Guardian World, Russia's overnight strikes on Kyiv killed twenty-one people, as Ukrainian president Volodymyr Zelenskyy urged what he called 'strong decisions' ahead of this week's NATO summit in Ankara, where he is due to meet Donald Trump on the sidelines. Separately, the UK announced sanctions on Russian actors it says were involved in researching, developing, and producing the novichok nerve agent and the toxin Epibatidine — substances linked to the Salisbury attack and the poisoning of Alexei Navalny. Among those named is SC Signal, a Russian state scientific research institute, alongside three individuals. British officials described Russia's repeated use of chemical weapons as a violation of international law and a threat to global security, citing the poisonings of Dawn Sturgess and Navalny.
