According to Simon Willison, Tencent has released Hy3, a new open-weight model out of China under the permissive Apache two-point-oh license. It's a Mixture-of-Experts design with two hundred ninety-five billion total parameters, but only twenty-one billion active at any time, plus a three point eight billion parameter prediction layer. Tencent says that after a preview earlier this spring and feedback from more than fifty products, the final version outperforms similar-sized models and rivals flagship open models carrying two to five times the parameters. The full model weighs in at five hundred ninety-eight gigabytes, with an FP8 quantized version at three hundred gigabytes, and it handles a context window of two hundred fifty-six thousand tokens. It's free to try on OpenRouter through July twenty-first. Willison ran his signature test, asking it to generate an image of a pelican riding a bicycle, and reports it obliged.
