Most Australian cities make it hard to build homes, but Melbourne is bucking the trend

Four years after a national pledge to unlock housing, ABC News reports that most Australian capital cities still restrict residential development. Melbourne is the only capital allowing townhouses and three-storey developments on most of its residential land.
