Bush. His closest ally was the late Senator John McCain, with whom he shared a hawkish worldview and a deep distrust of Vladimir Putin. In the Trump era, Axios notes, Graham forged a close relationship and golfing partnership with the president, though the two often diverged over Russia, with Graham pressing for tougher sanctions.
