EU sanctions Russian social network VK and Russia’s state-backed messaging app Max

Per Meduza, the European Union has expanded its sanctions against Russia to include VK, Russia's dominant social media company, and Kommunikatsionnaya Platforma, an investment firm that developed Max, the country's state-backed messaging app. The sanctions were published in the EU's official journal.
