A revised Russia sanctions bill co-authored by Senator Lindsey Graham would authorize the president to impose tariffs of up to one hundred percent on the world's largest buyers of Russian oil and gas—chiefly China and India. As the Wall Street Journal reports via Meduza, the tariffs could target both countries and private individuals helping to supply Russian energy. Some Democrats worry the bill is really a trade weapon for Trump rather than pressure on Moscow.
