On Friday, Secretary of State Marco Rubio convened a global summit with representatives from more than sixty-five countries focused on what the White House is calling a campaign against radical left terrorism. Per The Conversation, this international effort is built on a new U.S. policy framework called National Security Presidential Memorandum 7. The memo, issued last September, allows law enforcement to target Americans based on their political or ideological beliefs—without requiring evidence they're planning to commit violence. The Justice Department has already put this policy into practice, convicting activists on terrorism charges, with some receiving sentences exceeding a hundred years. The policy bypassed Congress, marking a significant departure in how U.S. counterterrorism policy targets ideology rather than tactics.
