A Moscow court has ordered the detention of Dmitry Kolobov, formerly a senior official at the Industry and Trade Ministry, on suspicion of large-scale fraud. Meduza reports he's accused of embezzling budget funds meant for Russia's import substitution program — a state initiative to replace Western goods with Russian alternatives. One case involves adult diaper production, which reportedly lost more than fifty million rubles. According to Russian news sources, total losses across multiple cases could reach one billion rubles. Kolobov had resigned from his ministry position in May twenty twenty-three.
