Russia passes ‘civil death’ legislation to freeze exiled critics’ money, block their passports, and cut off consular aid

Russia's State Duma passed legislation on July twenty-second creating severe restrictions on citizens convicted in Russia now living abroad. The two laws introduce what officials call 'temporary restrictive measures' and establish a public registry—but Meduza reports that human rights groups are calling it an 'enemies of the people' list. While technically applicable to anyone evading punishment abroad, the offenses that trigger restrictions are distinctly political: foreign agent designations, calls to violate territorial integrity, and discrediting the military. The restrictions freeze all assets, lock bank accounts, ban real estate and vehicle sales, block passports, and cut consular services. The Justice Ministry will decide each case individually. Critics say the legislation effectively strips citizenship from exiled political opponents and government critics.
