Tyumen's governor has declared a regional state of emergency as the Tura River continues to rise in a flood he called a record for the region this summer, linking it to heavy rains. Meduza reports the decree sets out payments for affected residents — a one-time sum plus larger compensation for those who lost property, fully or partially — with the list of flooded addresses expected to grow as water levels keep climbing. The emergency declaration follows weeks of complaints from residents about foul-smelling water and dead fish along the riverbanks, a problem they say dates back to June.
