Judge Jeannette Vargas in Manhattan called the policy 'patently unlawful,' ruling that it exceeded Secretary of State Marco Rubio's authority and violated federal immigration law. The January directive had affected applicants across Latin America, the Balkans, South Asia, and many African, Middle Eastern, and Caribbean nations. The State Department hasn't yet commented on the ruling, which came in a lawsuit brought by immigrant rights groups and affected applicants.
