The Guardian reports Joyce argued that schemes like the Palm scheme shouldn't be counted, since those visa holders typically stay around nine months rather than the twelve-month mark used to define net migration. As Joyce told it, lumping short-stay and long-stay visitors together is like adding five thousand sheep to two thousand cattle and calling it one number — two different things being counted as one.
