PC Andrew Harper's killers will stay behind bars, The Guardian reports, after the prime minister excluded anyone convicted of unlawful killing from an early release scheme meant to ease prison overcrowding. Andy Burnham said hundreds of people will remain in prison under the changes to the scheme.
