Andy Burnham has revised the government's early release scheme so that anyone convicted of unlawful killing, including all forms of manslaughter, is excluded, The Guardian reports. That change keeps two men convicted in the killing of Police Constable Andrew Harper behind bars, after the original scheme, meant to ease prison overcrowding, would have made them eligible for early release. The prime minister said he understood how strongly people feel about the issue, and the Guardian notes the move follows an earlier review Burnham ordered into plans to release thousands of killers, rapists, and sex offenders from prison in September.
