PC Andrew Harper’s killers will stay in prison as Burnham changes early release scheme

Andy Burnham has changed the government's early release scheme to exclude anyone convicted of unlawful killing, including all forms of manslaughter, The Guardian reports. That shift means two men convicted of killing Police Constable Andrew Harper, who would otherwise have qualified for early release, will now stay in prison. Per The Guardian, the change follows a review Burnham had already ordered of plans to release thousands of killers, rapists, and sex offenders from prison starting in September.
