According to the CPUShack Museum, Sandia National Laboratories in Albuquerque developed in-house capacity to design, fabricate, and test integrated circuits starting in the late nineteen seventies. The facility outsourced packaging to Fairchild and Allied Signal, but maintained full control over chip design and production — a critical capability for a national laboratory managing classified defense applications.
