US Postal Service rule tightens mail-in voting despite court orders blocking changes

The Guardian reports that the U.S. Postal Service is preparing to publish a final rule that would require states to share voter information with the federal government in exchange for delivering mail-in ballots, ahead of the November midterm elections. The rule, scheduled to appear in the Federal Register next week, acknowledges that two federal court injunctions in California and Massachusetts currently block the changes, which stem from a March executive order signed by Donald Trump.
