White House ballroom cleared for now, but question remains: Can president legally use donations to build it?

The Supreme Court has ruled that construction of a four hundred million dollar White House ballroom can proceed for now. As The Conversation reports, the court's five to four majority decided that the preservationists challenging the project lacked the legal standing to bring the case. However, the ruling did not resolve the underlying legal question of whether the president can use private donations to build a new structure without explicit authorization from Congress.
