Russia is moving forward with a mandatory mobile phone tracking system for migrants, with Deputy Interior Minister Igor Zubov announcing the plan to Meduza. All foreign nationals registering for work or long-term stays will be required to purchase phones containing their electronic profiles—and those phones will reveal their exact locations to authorities. The system is designed to prevent migrants from moving between cities uncontrollably. It will also alert workers when documents are expiring or they need to visit a government office. Moscow has been piloting this approach through an app called Amina since September twenty twenty-five, which removes workers if location data stops coming in for three consecutive days.
